    IMPORTANT MESSAGE Regarding October Phase 1 Negative Invoices
    Due to the partial government shutdown and resulting furlough of CMS personnel, the October Phase I invoices for the Negative Amount Resolution process will not be distributed on October 17th as originally planned.
     
    A new distribution date and any changes to the plan will be communicated through an HPMS memo shortly after CMS personnel return to work.
